Change of account holder
When is this procedure required?
In case of buying, inheriting or renting a home, it is necessary to change the water account holder. The procedure can be applied for online or by a visit to a Customer Service Center of Sofiyska Voda.
Who can submit documents for the procedure?
The documents can be submitted by the new owner or user of the property. In case he/she fails to do so, the previous owner can also submit the documents by presenting the relevant ownership document.
Period for document submission:
The new owner/user of the property can submit the documents for changing the account holder free of charge within 30 calendar days of the change of the ownership. The same is also valid in cases where the previous owner/user submits the documents. If the deadline is not met, the owner/user owes a fee.
The exception is for cases where the previous owner/user has died; then the period for the free change of the account holder is 60 days.
When a new property is purchased from a builder or in cases of condominiums where only one revenue meter is read
It is necessary for each new owner to open an individual account in his/her name. The decision for that is taken at a general meeting of the condominium. In this case, it is mandatory for each property to have installed and sealed individual water meters. The transfer to individual accounts is possible if the amount due for the readings of the revenue meter has been paid or the amount due has been allocated among the owners, which is stated in the decision of the general meeting.
You will receive a written notification within 10 working days for the date of the first reading of your individual water meters. Prior to the visit, an announcement for the upcoming water meter reading will also be placed in the building.
30 days after the first reading, a second inspection of the water meter readings will be made. Only after it, individual bills will be issued based on the water volumes consumed at the individual properties in the period between the first and second readings of the water meters.
Documents needed to open an individual account
• Filled out application form for opening individual customer accounts;
• Filled out notification;
• A decision of the general meeting of the condominium for opening individual accounts, demonstrated with signed minutes of the meeting. The minutes must contain the date of the meeting; the number of the individual properties – apartments, garages, studios and others, for each entrance separately; the number of the people who attended the general meeting; date, etc.
• In case of a decision at the general meeting of the condominium for allocation of the sum due among the owners (due at the time when the decision was taken), a list has to be presented with the apartment number, the owner’s name, the allocated sum and a signature;
• Completed Information Sheet (Appendix No 1).
An application must be filed for each water supplied property.
Only the account holder may check and request information from Sofiyska Voda regarding the water consumption at the property, water meter readings, common consumption at the condominium, the existence or lack of debts etc. The property owner can make their customer registration on the company’s website or download our mobile application My Water, available on App Store or Google Play.
If buying/selling or inheriting a property
• Application form;
• Property ownership document or right-of-use document;
NB! The deed is used only for information purposes and is not kept in Sofiyska Voda’s archives.
• Customer number at Sofiyska Voda AD of the previous owner/user and the current readings of the water meters at the property, if any;
• In case of co-ownership – an agreement in writing between the co-owners on defining the account holder should be presented to the company.
NB! In the absence of such agreement, the account will be opened by the company to all co-owners.
Change of the customer account holder in case of renting a property:
In case of a concluded rental agreement, the tenant can be the account holder. Should this be the case, the tenant can file the application form pursuant to art.2, par.3 of the General Terms and Conditions.
NB! The property owner / holder of the real right of use declares personally his/her consent to the WSS operator for changing the account holder for a certain period of time. If this is not possible, the tenant may present a declaration with notarial verification of the identity of the property owner/ holder of the right of use of the property.
In case of tenants/users of properties:
• If the property owner agrees for the individual account holder to be his/her tenant/user, the owner must specify that by enclosing also his/her Declaration (Appendix 3) to the data in the information sheet.
Documents required for changing the account holder in the event of a new owner / user of the property – a legal entity:
• Customer number of the previous owner/user of the property;
• A delivery and acceptance protocol signed by the current and the previous owner/user with the readings of the water meters;
• Ownership document (title deed?) or a right-of-use document;
• Company documents – BULSTAT number, number of company file.
Documents required for changing the account holder in the event of a legal entity renting the property:
In case of a concluded rental agreement, the tenant can be the account holder. Should this be the case, the tenant can file the application form pursuant to art.2, par.3 of the General Terms and Conditions.
NB! The property owner/ holder of the right of use should declare personally his/her consent to the WSS operator for changing the account holder for a certain period of time. If this is not possible, the tenant may present a declaration with notarial verification of the identity of the property owner/ holder of the right of use of the property.
